Working Families Tax Cuts Act (WFTCA), also known as the One Big Beautiful Bill Act (OBBBA)
The Working Families Tax Cuts Act (WFTCA), also known as the One Big Beautiful Bill Act (OBBBA), was signed into law by President Trump on July 4, 2025. The legislation includes significant changes to federal student aid programs. The changes are expected to be effective July 1, 2026, for the 2026-2027 academic year forward. The changes include:
Federal Direct Loan Proration for Less than Full-Time Enrollment
To apply for federal student aid, like federal grants, work-study, and loans, it's necessary to complete the Free Application for Federal Student Aid (FAFSA®). This application is free to submit and more straightforward than in the past. It opens the door to the most substantial source of financial aid to help cover the costs of college or career school. Additionally, the FAFSA® information is used by many states and colleges to assess eligibility for state and institutional aid. Some private financial aid providers also rely on FAFSA® data to decide on a candidate's qualification for their offered aid.

Aid application timeline
We encourage students to submit the FAFSA® application as soon as they consider attending the University.
The aid application process takes approximately two to six weeks if requested student documentation is submitted accurately and timely.
The federal deadline for filing the FAFSA® application is June 30th of the applicable award year. However, the University must receive the valid results of the FAFSA® application while the student is still enrolled for aid eligibility to be determined.
Submit All Requested Documents to Rasmussen University
Once Rasmussen University has received the results of your FAFSA®, we will notify you, via email, of any required documents that you will need to submit. You can review any request for required documents at any time in the Account Center on the Student Portal.
Rasmussen University's Student Financial Aid team cannot review your application for financial aid until all necessary documentation has been received. It is your responsibility to complete your financial aid application file, so take a proactive approach to ensure that you have done everything you need to do. If you have not submitted all requested financial aid eligibility documentation by the beginning of the fifth (5th) week of the quarter, a payment plan will be created for the full balance owed. You still have the opportunity to submit all requested financial aid eligibility documents to have your aid eligibility determined; however, the payment plan will remain active until such time as the balance is paid in full.
Loan Entrance Counseling and Master Promissory Note
If you are interested in receiving Federal Direct Loans, you’ll need to complete both Loan Entrance Counseling and a Master Promissory Note (MPN).
We also encourage you to complete the Student Loan Acknowledgement annually at studentaid.gov, which highlights your responsibilities as a borrower, your current federal loan indebtedness (if any), aggregate loan limits and repayment plans.
Receiving Your Financial Aid Award Notification
When your financial aid file is complete (i.e., all documents requested have been submitted), it will be reviewed by Rasmussen University.

Disbursing Financial Aid
A student must be officially accepted to Rasmussen University in an eligible degree or certificate program as one of the eligibility requirements to receive and have financial aid disbursed to their student account. Rasmussen University begins disbursing financial aid no earlier than three weeks into the term. Funds are first applied to your tuition and fee charges. Any remaining funds (excess funds) are disbursed to you, the student. Your student account will show an unpaid balance until this disbursement occurs. If the aid you are eligible to receive does not cover your charges, a Student Payment Plan is created and can be viewed on the Student Account Center.
The financial aid cost of attendance (COA) is the estimated average and reasonable cost of completing an academic year at Rasmussen University. An academic year usually consists of nine months (three quarters). The COA serves as the foundation for determining your financial need as well as the amount of financial aid, including grants, scholarships, loans, and work-study that can be offered to you. The COA can only include costs for the individual student. The Student Financial Aid Office may adjust the COA for students on a case-by-case basis to address individual, unique circumstances.
Actual charges for tuition and fees, also known as direct charges, will be different than what is reflected in the financial aid COA because the COA is based on estimated averages.

Tuition and Fees (based upon projected enrollment)
These loans do not accrue interest while you are attending school at least half time. Refer to your college catalog for loan limits.
Federal Direct Unsubsidized Loans
These loans accrue interest at a low rate while you are attending school at least part time. Refer to your college catalog for loan limits.
Federal Direct PLUS Loans
These loans are borrowed by a parent for a dependent or undergraduate child or by a graduate student. Refer to your college catalog for loan limits.
Code of Conduct
Members of Rasmussen University's financial aid team are required to exemplify the highest level of ethical behavior and demonstrate the highest level of professionalism.
When federal loans and other aid do not cover your cost of attendance, private or alternative educational loans may be available. Private educational loan programs are credit based and vary by lender. Because private loans are regulated by banks rather than the government, borrower benefits may vary, and students may be required to have a cosigner as part of the loan application. Terms and conditions applicable to these loans vary greatly. Factors such as interest rate, APR, length of repayment, loan minimum and maximum, and fees should be carefully considered when researching and choosing a private educational loan. If you have borrowed a private loan previously, we recommend keeping your loans with one lender. Rasmussen offers online private loan comparison tools, Credible and FastChoice. Rasmussen University Online (RUO) Excellence Grant
The Pass the Torch Grant was created exclusively for new incoming students at Rasmussen University. This is an opportunity current students or alumni to pay their experiences forward by referring someone in their life to receive up to $500 on their education at the University.28
Eligible new students can save up to $4K25 on tuition and earn their Medical Assisting Diploma for around $12.1K when they complete four online self-directed assessments.27 Visit our Medical Assisting Inspire Grant page to learn more.
LPN Care Grant
Eligible new students can save up to $2,000 on their Practical Nursing Diploma tuition and work toward becoming a licensed practical nurse (LPN).23 Visit our LPN Care Grant page to learn more.
RN to BSN Alumni Grant
Rasmussen University alumni who are currently licensed registered nurses (RNs) can save up to $1,620 in tuition and fees on their Bachelor of Science in Nursing degree RN to BSN Entrance Option with our RN to BSN Alumni Grant. Visit our RN to BSN Alumni Grant page to learn more.
Fast-Track Grant
Undergraduate students taking 16 or more credits shall only be charged for 16 credits.12 For every course taken beyond four courses, students will only be assessed a $200 course resource and technology fee and a $25 fee per textbook for each course.12 See course catalog for textbook opt-out policy.
Rasmussen University Early Honors Program
The Early Honors Program allows high school students to experience college-level courses while enrolled in high school. Through this opportunity, students can access courses not offered at their high school and explore potential career areas. Eligibility is limited to high school juniors and seniors who are at least 16 years old at the time of enrollment. Early Honors coursework may be available both on campus and online. Affiliation Grant
Some students who are members of or have credits from organizations with whom Rasmussen University has a signed Affiliation Agreement may be eligible to receive a grant equal to a specific percentage of per-credit tuition costs billed each quarter. The percentage is determined by the agreement between Rasmussen University and the organization. Rasmussen will require proof of the student relationship with the organization such as a transcript or membership card. Contact your campus for details.
The Affiliation Grant was first available to new students on August 11, 2021.
Grant is only applicable to students enrolling in undergraduate degree programs.
Student must maintain continuous enrollment to remain eligible. A student who withdraws and re-enrolls may no longer be eligible for the grant.
Student must submit proof of relationship to the Affiliate prior to the seventh day of the first quarter of enrollment (i.e., official transcript, membership card, etc.).
Student must meet entrance requirements for the academic program in which they are enrolling.
Employees of American Public Education, Inc. (APEI) and American Public University System, Inc. (the System) and their family members are not eligible for this grant.

Through our Military Grant, active duty military receive reduced tuition of $167 per credit.13 National Guard, Reserve, retired military and veterans enrolling in a degree, Diploma or Certificate program are eligible for a 10% tuition grant.10Rasmussen University also extends the grant to eligible spouses and dependents of active duty military, retired military and veterans.11Learn more about our Military Grant.

Corporate Alliance Grant
Student must maintain continuous enrollment to remain eligible. A student who withdraws and re-enrolls may no longer be eligible for the grant.

Enrolling students must provide proof of eligibility by submitting proof of employment prior to the 7th day of the first quarter of enrollment (i.e.: recent paystub or employment verification letter)

Students cannot receive both corporate and military grants.
Students who start the Bachelor of Science in Nursing degree program in the RN to BSN Entrance option on or after October 5, 2026, who may be eligible for the Corporate Alliance Grant may choose either the Corporate Alliance Grant or the Pass the Torch Grant, but cannot use both.
Grant is nontransferable, and no substitution or cash equivalent/refund is allowed.
Students with tuition rates at or lower than $267 per credit for full-time rates and $340 per credit for part-time rates are not eligible for any grants or scholarships offered by the University.
Students who start the Healthcare Certificate, Medical Assisting Diploma, or Healthcare/Health Sciences Associates with a Medical Assisting Specialization programs on or after May 8, 2024, may be eligible for institutional grants regardless of program or course tuition rate provided they meet all other applicable terms and conditions for the grants.
Students enrolling in the Master of Science in Nursing degree program on or after January 2, 2023, may be eligible for institutional grants regardless of program or course tuition rate provided they meet all other applicable terms and conditions for the grants.
Students enrolled in the Nursing Post-Graduate Certificates in Nursing Education, Healthcare Technology, Simulation and Informatics or Nursing Leadership and Administration are not eligible for any grants or scholarships offered by the University.
Students who start the Bachelor of Science in Nursing degree program in the RN to BSN Entrance option on or after October 5, 2026, may be eligible for institutional grants regardless of program or course tuition rate provided they meet all other applicable terms and conditions for the grants.
Immediate family members of Corporate Alliance employees may be eligible to receive the Corporate Alliance Grant. This includes spouses, qualified domestic partners, children and step-children.
Depending on your employer’s benefits program, you may be eligible for savings up to 100% with the Professional Achievement Grant.19 The Professional Achievement Grant may not be combined with other grants or scholarships offered by Rasmussen University. Start Strong Tuition Savings
Students who enroll through an employer alliance may be eligible to save up to nearly $7,900 on program tuition and fees through Start Strong Tuition Savings.15Learn more about Start Strong Tuition Savings.
This grant is awarded based on the financial need of the applicant. Refer to the college catalog for possible amounts per year.
Federal Supplemental Educational Opportunity Grant
This grant is awarded by an institution based on a student’s financial need. Notification is made by the University regarding eligibility. Refer to your college catalog for possible amounts per year.

We define a transfer student as anyone who’s previously earned college credit from an accredited two- or four-year college/university after graduating from high school. A student enrolling at Rasmussen University with college credit earned while attending high school is not considered a transfer student but rather a new, incoming student.

Self-Directed Assessment
Save time and money with self-directed assessments. These $149 online assessments allow you to show that you have already achieved the skills and knowledge for a particular course and don't need to take it. Available in 56 different programs.
Credit for Prior Learning

Tuition Reimbursement
Many employers offer some level of tuition reimbursement to their employees. Whether your employer offers full or partial reimbursement, this valuable benefit can help you save money and reduce your student debt while you earn your degree. 1. Talk to HR about tuition options through your employer, which may include:
Partnerships: Your company may partner with a specific college that offers discounts.
Direct Pay Tuition Assistance: There may be eligibility requirements, but this option means your employer pays for whichever college you attend.
Tuition Reimbursement: You, the student, pay for college but are reimbursed afterward by your company.
2. Choose courses or a program that meet(s) requirements set by your employer. However, they may require that your degree is applicable to your job.
3. Let your employer know the benefits of the program, including what you will gain and how this will help your position in the company. Furthermore, you should prepare responses to address any concerns your employer may have (i.e., How will you balance school and work? How do you plan on using these acquired skills?).
4. Meet with your employer to go over the benefits that both you and the company would receive in furthering your education.

The North Dakota Career Builders Scholarship program was created to attract students into high-need or emerging occupations in the state of North Dakota.Newly hired graduates in high-need occupations within North Dakota may qualify for up to $5,667 per year for student loan repayment, or one-third of the applicant’s outstanding student loan principal balance at the time of the application, whichever is less. Payments are made over 3 years. Maximum eligibility is up to $17,000. Eligible loans include:

privacy. All records and information submitted with your application for financial aid are confidential and subject to legal requirements concerning disclosure of such information.
know about the refund policies for both Rasmussen University and Financial Aid if you withdraw after the term begins.
request a reduction or cancellation of your student loans. Remember that a student loan is a debt that must be repaid; borrow only what you need.
know specific consumer information.
know what financial aid programs are available to you, including information on all federal, state and college financial aid programs.

provide correct information at all times. Reporting false information is a violation of the law and may be considered a criminal offense.
submit, by the deadline indicated, all additional documentation, verification, corrections and/or new information requested by either the Financial Aid Office or the agencies to which you submitted applications. Some examples include federal tax return transcripts, verification forms, loan entrance counseling, loan promissory notes and loan exit counseling prior to leaving school.
notify us in writing/email if the information reported on your financial aid applications has changed.
notify the University and any lenders if there are changes in your name, permanent mailing address, anticipated graduation date or enrollment status.
notify us in writing/email if you receive any scholarships or other awards that do not appear on your financial aid award notification.
accept responsibility for all agreements that you sign.

show Satisfactory Academic Progress according to established policies and standards of Rasmussen University.

Full-time and part-time students (or any dependents/spouses) employed by a Rasmussen University corporate partner are eligible for a 10% tuition grant. All current and retired military personnel as well as veterans enrolling in a degree, Diploma or Certificate program are eligible for a 10% grant towards full-time and part-time tuition costs—this is extended to spouses and dependents.
Completing this program in 3 terms would mean taking on around 24 credits per term.
You may be able to complete this program in fewer quarters depending on the number of transfer credits you have. Talk with an admissions representative for a more accurate estimate of the time it will take you to complete this program.
With subscription-based pricing, you pay one price per term (plus book fees) and complete as many courses as you want within that term. With per credit pricing, your price varies every term based of how many credits you take.
With per credit pricing, your price varies every six-month term based of how many credits you take.
Students cannot receive both corporate and military grants.
In order to qualify for the grant, all admission requirements must be completed. Retired military personnel must provide valid military retiree ID or DD 214 form. Authorized dependents must provide a copy of their dependent military ID card, which includes an expiration date.

The savings claims referenced here represent the total amount of tuition and fees saved by successfully completing self-directed assessment attempts at no charge, in lieu of completing the faculty-led equivalent courses at standard tuition and fee rates.

All current and retired military personnel as well as veterans enrolling in a degree, Diploma or Certificate program are eligible for a 10% grant towards full-time and part-time tuition costs—this is extended to spouses and dependents.
Students, except those noted below, who have previously graduated from a Rasmussen degree program and begin an Associate’s, Bachelor’s, Master of Science in Nursing, Nurse Practitioner Post-Graduate Certificates or Doctoral degree program, after April 4, 2022, and prior to April 5, 2027, may be eligible for the following toward their degree at Rasmussen University:
A grant, worth up to $3,000, will be equally divided quarterly throughout an eligible student’s first six (6) quarters in their program.
Students will be billed at the standard tuition rate plus applicable fees before the grant is applied. Student is responsible for all applicable book fees.
Eligibility will be verified by the Admissions/Financial Aid Office before the grant will be awarded.
Additional Terms and Conditions:
Student must maintain continuous enrollment to remain eligible. A student who withdraws or graduates and re-enrolls may no longer be eligible for the grant. Students who previously received the Alumni Grant are not eligible for the Alumni Grant a second time.
All entrance and acceptance requirements for the University must be met.
Grants are non-transferable, and no substitution or cash equivalent/refund is allowed.
Alumni Grant may not be combined with other grants or scholarships offered by Rasmussen University.
Alumni of Rasmussen who are enrolling into the Bachelor of Science in Nursing degree (RN to BSN) program on or after October 5, 2026, are not eligible for this Alumni Grant.
Students who previously received the Alumni Achievement Grant are not eligible for the Alumni Grant.
Students with tuition rates at or lower than $267 per credit for full-time rates and $340 per credit for part-time rates are not eligible for any grants or scholarships offered by the University.
Students who start in the Master of Science in Nursing degree programs on or after January 2, 2023, may be eligible for institutional grants regardless of program or course tuition rate provided they meet all other applicable terms and conditions for the grant.
Students who start in the Nursing Post-Graduate Certificates in Nursing Education, Healthcare Technology, Simulations and Informatics or Nursing Leadership and Administration are not eligible for any grants or scholarships offered by the University.
Students who start the Healthcare Certificate, Medical Assisting Diploma, or Healthcare, or Healthcare/Health Sciences Associates with a Medical Assisting Specialization programs on or after May 8, 2024, may be eligible for institutional grants regardless of program or course tuition rate provided they meet all other applicable terms and conditions for the grants.
Employees of American Public Education, Inc. (APEI) and American Public University System, Inc. (the System) and their family members are not eligible for the Alumni Grant.
Rasmussen University reserves the right to add, discontinue or amend scholarship and grant programs at its discretion. Any student currently receiving scholarship or grant funds at the time of the amendment will be notified.

Students who begin the Practical Nursing Diploma program on or after August 2022 and prior to April 5, 2027, may be eligible for the following toward their degree at Rasmussen University:
A grant worth up to $2,000 to be equally divided across an eligible student’s first four (4) quarters in the Practical Nursing Diploma program.
Students will be billed at the standard tuition rate plus applicable fees before the grant is applied. Student is responsible for all applicable book fees.

Full-time and part-time students (or any dependents/spouses) employed by a Rasmussen University corporate partner are eligible for a 10% tuition grant on the nurse practitioner specialization credits. Estimated tuition and fees breakdown for full or part-time students:
$339 per credit x 51 credits = $17,289 + $3,950 total fees = $21,239 estimated tuition and fees
$4,000 Medical Assisting Inspire Grant + $5,150 from Self-Directed Assessments (14 credits x $339 per credit + $800 in course technology + $200 in books - $596 in SDA fees) = $9,150 total saving
$21,239 estimated tuition and fees - $9,150 total savings = $12,089 estimated tuition and fees
Qualifications
Any Rasmussen University pending new student, current student or alum may refer someone to receive a grant of up to $500 by providing contact information for the prospective student.
The grant is available to new prospective students only who begin their program on or after February 7, 2024.
In order to be eligible for the grant, new students must have been referred by a pending new student, a current student or a Rasmussen alum and must begin their program at Rasmussen University prior to the April 5, 2027, start date. Students who previously attended Rasmussen University are not eligible for this grant.
Professional Achievement Grant recipients are not eligible for the Pass the Torch Grant.
Student must maintain continuous enrollment to remain eligible. A student who withdraws or graduates and re-enrolls may no longer be eligible for the grant. Students who previously received the Pass the Torch Grant are not eligible for the Pass the Torch Grant a second time.
The Pass the Torch Grant may be combined with other grants offered by Rasmussen University with the exception of the Alumni Grant, the RN to BSN Alumni Grant, the LPN Care Grant and the Medical Assisting Inspire Grant.
Students who start the Bachelor of Science in Nursing degree program in the RN to BSN Entrance option on or after October 5, 2026 who may be eligible for the Corporate Alliance Grant may choose either the Corporate Alliance Grant or the Pass the Torch Grant, but cannot use both.
Students with tuition rates at or lower than $267 per credit for full-time rates and $340 per credit for part-time rates are not eligible for any grants or scholarships offered by the University unless specifically identified in the terms and conditions of the grant.
Students who start the Healthcare Certificate, Medical Assisting Diploma, or Healthcare/Health Sciences Associates with a Medical Assisting Specialization programs on or after May 8, 2024, may be eligible for institutional grants regardless of program or course tuition rate provided they meet all other applicable terms and conditions for the grants.
Students who start the Master of Science in Nursing degree programs on or after January 2, 2023, may be eligible for institutional grants regardless of program or course tuition rate provided they meet all other applicable terms and conditions for the grants.
Students who start the Bachelor of Science in Nursing degree program in the RN to BSN Entrance option on or after October 5, 2026, may be eligible for institutional grants regardless of program or course tuition rate provided they meet all other applicable terms and conditions for the grants.
Students who start the Nursing Post-Graduate Certificates in Nursing Education, Healthcare Technology, Simulations and Informatics or Nursing Leadership and Administration are not eligible for any grants or scholarships offered by the University.

The grant is awarded quarterly for the first four quarters (up to $125 per quarter) for eligible new students and is non-renewable.
Referred student must meet Rasmussen University admissions acceptance standards.

Conditions
The grant award is non-transferable, and no substitution or cash equivalent is allowed. Rasmussen University reserves the right to add, discontinue or amend scholarship and grant programs at its discretion. Any student currently receiving scholarship or grant funds at the time of the amendment will be notified.
Rasmussen University and its agents assume no responsibility for damages, losses, or injury resulting from acceptance or use of the grant award. Taxes and fees, if any, are the sole responsibility of the recipient.
This grant is limited to a maximum amount of $500 applied at a rate of $125 per quarter for a maximum of 4 quarters. If the grant recipient transfers in credits from a previous college and has less than 4 quarters, the grant will terminate at the completion of the student’s program. Additionally, if the student enrolls in a program requiring less than 4 quarters of study, the grant will terminate at the completion of the program.

Students with dependents should contact the financial aid office to request this included within their cost of allowance.
This is a one-time cost only included for programs that require a license for employment, applied only in the academic year that it would be incurred.
Students who enroll in a degree program through Rasmussen University Online and start between August 12, 2026, and April 5, 2027, may be eligible for the following toward their degree at Rasmussen University part of American Public University System:
A grant, worth up to $600 will be divided quarterly during an eligible* student’s second and third quarters in their program, not to exceed $300 per quarter.
Students will be billed at the standard tuition rate plus applicable fees before the grant is applied. Students are responsible for all applicable book fees.
If a student does not meet this criterion in their first or second quarter, they are not eligible for the grant in future quarters.
Eligibility will be verified by the Admissions/Financial Aid Office after the first quarter and second quarter, before the grant is awarded in its respective quarter.
Students starting in the Bachelor of Science in Nursing (RN to BSN Entrance option) on or after October 5, 2026, are not eligible for the Excellence Grant.
Additional Terms and Conditions:
*Students must remain in good academic standing (See Satisfactory Academic Progress in the catalog for details) with no remaining student payments owed on their account in order to be eligible to receive the grant.
Grades post within 7 days of the end of the quarter.
Balance will be reviewed on the last day of the academic quarter.
