On August 4, 2026, American Public University System combined with Rasmussen University and Hondros College of Nursing to form a single higher education institution. American Public University System (the System) now includes American Public University, American Military University, Rasmussen University, and Hondros College of Nursing. The System is accredited by the Higher Learning Commission and is a wholly owned subsidiary of American Public Education, Inc. (APEI). Illinois Higher Education Housing and Opportunities Act (IL HOUSE Act)
The Illinois Public Act 102-0083 requires all institutions of higher education in Illinois to designate a staff member as the Housing and Opportunities that are Useful for Students’ Excellence (HOUSE) liaison to assist students who are experiencing housing insecurity or are considered students in care.
You're considered to be a student experiencing homelessness if you lack, or are at imminent risk of lacking, a fixed, regular and adequate nighttime residence, or if your parent/legal guardian is unable or unwilling to provide shelter or care. This applies to many situations, including living in a hotel/motel, campground or emergency shelter, living in a car, park or other public space, or living with someone temporarily (couch surfing).
You're considered to be a student in care, regardless of age, if you are, or were in the past, under the care and legal custody of the Department of Children and Family Services.
The IL HOUSE Liaison serves as an advocate for Illinois students experiencing housing insecurity or who are considered students in care. They provide guidance related to financial aid eligibility, assistance with applying for federal and state financial aid and services and information on appropriate local, state and federal resources.
